Responsible to the International Cooperation Co-ordinator and through them to the Secretary General.
Main Responsibilities
• To act as the key focal point in the SOLIDAR Secretariat for humanitarian aid &
development cooperation in the field activities of member organisations
• To follow developments in the European and international institutions regarding
development assistance and humanitarian aid and provide information to members
• To implement the Cooperation in the Field strategy of SOLIDAR
• To facilitate cooperation between members in the field from humanitarian and relief
interventions, reconstruction through development projects
• To develop, on request, common tools for cooperation between SOLIDAR members
(cooperation contracts, ethical and policy positions) and support funding applications of SOLIDAR members’ consortia
• To collate and maintain accurate information on SOLIDAR’s operations in the field and set up a web-based database
• To strengthen SOLIDAR’s relations with SAINT network, VOICE and CONCORD on issues
related to humanitarian aid and development
• To develop SOLIDAR’s relations with relevant multilateral agencies on issues related to humanitarian aid and development
• To work with the SOLIDAR’s Communications Officer to establish a strategy for the internal and external communication of humanitarian aid and development cooperation of SOLIDAR network
Team Responsibilities
• To be a member of the SOLIDAR team and to contribute to the team to ensure that we fulfil our mission
• To attend Staff and ad hoc meetings and to contribute to the development of SOLIDAR
• To support colleagues in the fulfilling of their duties and roles Report and evaluation
• The post holder will have to report to the International Cooperation Coordinator and through them to the Secretary General

The job involves assisting in the management of a substantial and well respected portfolio of grants to international human rights organisations. It includes:

FERN (the Forests and the European Union Resource Network) is a nongovernmental
organisation (NGO) created in 1995. FERN aims to achieve environmental and social justice, focusing on forests and forest peoples’ rights in the policies and practices of the European Union. We co-ordinate several NGO networks and work co-operatively to achieve change. Currently we have nine staff and our main
campaigns are climate change, forest governance including illegal logging and forest
certification, trade and investment and bio-energy. FERN has two offices: one in
Brussels (Belgium) and one in Moreton in Marsh (UK). The post will be 4/5 days a
week depending on the candidate.
A. Roles and responsibilities
1. Financial management and accounting:
o Administer FERN’s accounts, including payments (invoices, expense reports, salaries);
o General and analytical accounting and bookkeeping (software VENICE);
o Monitor overall use of funds and financial situation;
o Monitor individual campaign budgets;
o Help produce funding applications in line with fundraising strategy;
o Deliver donor reports and financial accounts (joint responsibility with campaigners);
o Manage some donor relationships;
o Produce financial strategy for the organisation;
o Finalise annual budget;
o Prepare audits of projects and an annual audit in compliance with legal and contractual requirements;
o Manage FERN’s funds in the most ethical and cost effective way.
2. Administrative management
o Manage legal aspects of human resources, ensuring compliance with labour law, for both UK and Belgium based staff;
o Coordinate the administrative team, consisting of two administrative assistants, one in UK, one in Brussels;
o Produce an organisational strategy plan;
o Ensure compliance with legal and regulatory requirements, including rental agreements, insurance etc;
o General office support.
B. Other requirements
• Staff and Board meetings. The financial and office manager is required to attend
all staff, board and strategy meetings.
• Travel. As FERN is an international organisation with offices in two countries and
activities in numerous countries, travel will be necessary to attend crucial meetings.
• Joint responsibility for managing the organisation. FERN does not have a director
and as such organisational management decisions are made by a decision making
team of which the administration and finance manager would be a part.
• Flexibility. FERN is a campaigning organisation, and some flexibility will be
required in working hours, in the case of urgent funding proposals, budgets etc.
C. Person specification
We are looking for a teamworker with good communication skills and initiative, who
can work quickly and accurately. The ideal candidate will be able to work without
supervision and co-manage the organisation so that it runs smoothly.
Essential requirements:
• At least three years experience of financial management of an organisation of
similar size;
• Accountancy skills, either by training or experience;
• Familiarity with the Belgian and/or UK administrative environment;
• Fluency in English and French;
• Excellent computer skills (Word, Excel, Access, Internet, and accounting
software);
• Interest in environmental and social issues.
Desirable
• Experience of working for an NGO;
• Familiarity with fundraising procedures and applications/reporting requirements of
funders, notably the European Commission.

Seeking an individual with substantial human rights litigation experience in the field of national security and counter-terrorism, together with exceptional organizational and project management skills. The Open Society Justice Initiative, an operational program of the Open Society Institute that promotes rights-based law reform and strengthens legal capacity worldwide, seeks a Senior Legal Officer to implement litigation designed to challenge human rights violations outside the United States presented by terrorist violence and counter-terrorism efforts undertaken in the wake of or exacerbated by the terrorist attacks of 9/11.
Since its founding at the end of 2002, the Justice Initiative has combined litigation, out-of-court legal advocacy, technical assistance, research and the dissemination of knowledge to secure advances in several thematic priority areas: national criminal justice, international justice, freedom of information and expression, anti-corruption, and equality and citizenship. Its offices and staff are in Abuja, Almaty, Amsterdam, Budapest, London, New York and Washington
Background.
Although terrorist violence has long threatened fundamental rights, the attacks of 9/11 placed the threat of terrorism at the forefront of global concern. Since 9/11, moreover, many governments have responded to the threat of terrorist attacks in ways that violate internationally-protected human rights; in other cases, the post-9/11 environment has exacerbated human rights problems justified in terms of counter-terrorism that predate 9/11. Suspected terrorists have been tortured; the United States and other governments have used “extraordinary renditions” to transfer terrorism suspects from one country to another, where the suspects have often been at serious risk of torture, outside the formal framework of extradition processes; accountability has become attenuated in the wake of many governments’ growing recourse to secrecy, undermining democratic government and in some instances imperiling legal process; more generally, due process rights have been compromised in relation to persons detained on grounds of suspected participation in terrorist activities; peaceful forms of protest have been restricted in some countries; police have increasingly used impermissible forms of profiling to identify individuals suspected of terrorist activity or thought to be susceptible to the influence of terrorist organizations; and persons whose citizenship or legal residency status is vulnerable have faced increased human rights threats justified on national security grounds.
In the United States and United Kingdom, non-governmental organizations (NGOs) have systematically used strategic litigation along with other advocacy tools to address abuses associated with state responses to terrorist and other national security-related threats. In these and other countries, advocacy efforts have also included documenting abuses and engaging in policy reform activities.
To date, the Justice Initiative has contributed to global efforts to combat abuses arising out of post-9/11 counter-terrorism efforts in two principal ways:
* First, its programs on National Criminal Justice Reform and Equality and Citizenship have jointly documented practices of ethnic profiling in Europe. While these efforts are not limited to post-9/11 profiling of Muslims, this has been a major focus of the Justice Initiative’s programmatic work on profiling. The Justice Initiative’s central activity in this area has been documenting violations and publishing the results, along with legal analysis and policy recommendations, in public reports;
* Second, the Freedom of Information/Expression program has initiated requests under several countries’ freedom of information laws seeking information about their governments’ cooperation in extraordinary renditions and is collaborating with various organizations in Europe to ensure that these requests help advance litigation challenging the renditions themselves.
The Justice Initiative is exploring preliminary plans for litigation and advocacy concerning the following national security-related abuses in different regions of the world outside the United States:
* The use of administrative and preventive detention for the implicit or explicit purpose of combating terrorism;
* The development of terrorist lists, and other forms of databases, by governments and inter-governmental bodies;
* The use of counter-terrorist policies to restrict forms of protected expression, including speech, association and religious expression;
* The involvement of governments outside the United States in policies of extraordinary rendition;
* Ethnic and religious profiling and discrimination in the application of counter-terrorism policies.
Responsibilities:
Based in the New York office, the Senior Legal Officer for National Security and Counter-terrorism will report to the Director of Programs. Working directly with national lawyers and NGOs, and coordinating closely with Justice Initiative program staff, the Senior Legal Officer for National Security and Counter-Terrorism will further develop and implement plans for litigation and advocacy to address these and related abuses in areas of existing Justice Initiative thematic priority.
Substantive
* 1.Develop a network of lawyers working on issues of national security and counter-terrorism in selected substantive fields and geographic regions;
* 2.Maintain contact with and be completely conversant with other organizations’ activities in the field;
* 3.Identify and review suitable cases for litigation, in accordance with established Justice Initiative procedures;
* 4.Provide legal advice and representation on domestic, regional and international human rights law, jurisprudence and related developments, through direct party representation, third party submissions, and assistance to local lawyers;
* 5.Identify and pursue appropriate advocacy strategies to addresses abuses flowing from the application of national security and counter-terrorism policies;
* 6.Develop a collection of legal resources;
Managerial
* 7.Manage the case load ensuring the timely consideration of new cases, together with the preparation and submission of drafts for the Justice Initiative review process and the relevant court or tribunal;
* 8.Represent Open Society Justice Initiative at meetings, conferences, workshops and to other international organizations as needed;
* 9.Develop and maintain contacts with other partners; update the central database with contact details;
Administrative
* 10.Ensure maintenance of complete and up to date case files in paper and electronic format on a central database;
* 11.Share information about projects throughout Open Society Justice Initiative and the OSI network;
* 12Prepare material for periodic reporting within the Justice Initiative;
* 13.Provide monthly reports for review and discussion;
* 14.Coordinate with the Administrative Director and other administrative staff in the preparation of budgets, memorandums and other documents required to activate budgets and implement projects;
Financial
* 15.Provide and amend as required a budget for the review of the Open Society Justice Initiative advisory board once a year for review;

Communication

Qualifications:
* Qualified to practice law;

The Open Society Justice Initiative, an operational program of OSI, pursues law reform activities grounded in the protection of human rights, and contributes to the development of legal capacity for open societies worldwide. The Justice Initiative combines litigation, legal advocacy, technical assistance, and the dissemination of knowledge to secure advances in the following priority areas: anticorruption, equality and citizenship, freedom of information and expression, international justice, and national criminal justice. Its offices are in Abuja, Budapest, London, New York, and Washington DC.
One of the ways the Justice Initiative helps to inspire young lawyers and develop legal capacity is through university-based legal aid clinics. University-based legal aid clinics allow young attorneys, law students and paralegals to provide legal or legal literacy/information services to poor, vulnerable and marginalized segments of the society. They promote social justice and foster professionalism and a sense of public service among lawyers. Law students gain exposure to the problems faced by these groups while developing a sense of their professional responsibility to sustain and support the rule of law, human rights, and social justice.
The Justice Initiative’s predecessor organization pioneered clinical legal education in Central and Eastern Europe in 1997. The initial efforts resulted in founding of almost 100 university based clinical programs in the region. Since its establishment in 2002 Justice Initiative has helped to launch and/or supported university legal aid and community empowerment clinics in Sierra Leone (Fourah Bay College Human Rights Clinic); Mozambique (Eduardo Mondlane University Legal Clinic); Ethiopia (Mekelle University Legal Aid Clinic); Cambodia (Panassastra University of Cambodia Legal Clinic); Turkey (Bilgi University Legal Clinic); Nigeria (Network of University Legal Aid Institutions that supports six pilot legal clinics), Ukraine (a national association for clinics which brings together over 30 clinics) and Mexico (CIDE law school clinic and ITAM public interest clinic). Currently it is engaged in promoting and supporting law clinics programs in Lebanon, China, Indonesia, Nigeria, and Afghanistan and has particular focus on indigent criminal defense, freedom of information, and community legal empowerment.
Based in Budapest, the Associate Legal Officer for Legal Capacity Development Program (LCD) will develop and oversee execution of Justice Initiative work in the field of Legal Aid and Community Empowerment Clinics (LACEC). Under the supervision the Justice Initiative Director – Budapest, the Associate Legal Officer has the following principal responsibilities:
Key Responsibilities:
* Designs, manages, oversees, and evaluates the implementation of projects in the area of Legal Aid and Community Empowerment Clinics in cooperation with partners including OSI Network Programs, Soros national foundations, and/or local partners (universities, NGOs, and other institutions and organizations);
* Conceptualizes projects on LACEC through researching the human rights/legal, civil society and political context of proposed activities, through consultations with experts in the field, and through working with local partners, OSI Network Programs, Soros national foundations, on project concepts and descriptions, budgets and co-funding, and on finalizing project documents;
* Undertakes necessary administrative and financial functions required for the smooth operation of LACEC, including, but not limited to, e-mail and telephonic communication; scheduling appointments and meetings; making travel and visa arrangements; drafting grant and consultancy agreements, maintaining a program calendar; maintaining a database of project contacts; and preparing and monitoring project and program budgets and expenditures;
* Works with program staff to develop monthly reports and other internal and external narrative and /or analytical documentation relating to program and project activities and results, with careful attention to pursuit of agreed program and project goals;
* Ensures day-to-day effective project implementation and management, including by pursuing research and advocacy efforts, by organizing capacity building trainings and other events, and by designing jointly with project partners and consultants materials for law clinics;
* Maintains and develops close working relationships with project partners in countries of operation and internationally and cultivates and expands a network of contacts among donors, universities and NGOs;
* Identifies and pursues advocacy opportunities for the program and coordinates with staff of other Justice Initiative programs in order to maximize the organization’s ability to capitalize on such opportunities;
* Supervises and directs consultants, the program associate, pro bono lawyers and law fellows/interns;
* Develop and edit materials for the Justice Initiative website and ensure that the Justice Initiative files, database and website are up-to-date on LACEC projects; collaborate with the Senior Officer-Communications on Justice Initiative publications and website content;
* Performs other project-related tasks as assigned by Justice Initiative Director - Budapest;
* Travels as required (may be extensive).
Qualifications:
* Law school graduate;
* Significant knowledge and experience with human rights and legal education issues;
* Knowledge of law teaching and training methodology (law teaching and training experience preferred);
* Extensive legal skills, including legal research, analysis, legal writing and drafting, legal reasoning and argumentation;
* Fluency in English (oral and written); knowledge of French is a plus;
* Ability to manage effectively multiple projects and tasks in a fast-paced and diverse cultural environments;
* Extensive computer skills and high comfort level with database management and Microsoft Office ( including Word, Outlook, Excel, and Access);
* Excellent internet skills and knowledge of Lexis/Nexis;
* Extraordinary initiative and creativity, excellent communication skills and diplomatic abilities;
* Ability to work both independently and in team;
* Integrity, professional discretion and ability to handle confidential matters; and
* Familiarity with the geographic regions of Justice Initiative engagement is a plus.

Who is FERN?
FERN is a non-governmental organisation (NGO) working to achieve greater environmental and social justice, focusing on forests and forest peoples' rights in the policies and practices of the European Union. We have a long history of working with local groups to advocate for political space in forest-rich but governance-poor countries. For more information please visit: www.fern.org.
In 2008, FERN was awarded a 3-years contract with the European Commission for its project to support NGO coalitions to improve forest governance using the Forest Law Enforcement Governance and Trade (FLEGT) process. We have also put forward a proposal to do similar work around schemes to avoid deforestation (i.e. REDD).
Job Purpose:
FERN's forest governance programme is at the heart of present forest discussions. New global schemes to protect forests for their carbon and European initiatives to end illegal logging require strong analysis and campaigning with those people who live and depend on forests. The project officer will support the management of the project, liaising with African and Asian partners in close collaboration with our governance campaigners and finance manager. Specifically, the job aims to help achieve the project goals through helping plan the resources needed (financial and logistical), reviewing processes, and monitoring of and reporting on the project.
Who are we Looking for?
The candidate will have a strong commitment to team working and excellent interpersonal and numeracy skills. S/he should have the ability to turn political challenges into practical achievements for local communities and indigenous peoples' organisations, using a proactive approach to problem solving. His/her work will need to show attention to detail and, as there will be competing priorities, they should have the ability to multi-task.

* Draft and ensure implementation of partner contracts – in co-operation with FERN campaigners, and work closely with partners to ensure campaign budgets are met;
* Support partners in preparing financial reports for donors and auditors;
* Keep FERN's illegal logging website www.loggingoff.info up-to-date, in close co-operation with our partners;
* Assess partners' needs and develop plans to ensure these gaps are filled;
* Coordinate project-related logistics, liaise with suppliers and monitor all contractual obligations;
* Create and ensure implementation of consultants, researchers and volunteer contracts, if and when appropriate;
* Assist in the preparation of funding proposals;
* Carry out general managerial and administrative tasks for the organisation as a whole, as these are shared between all staff.

Job Purpose
The post-holder will develop and implement cross-European campaign strategies on a range of development issues, with a focus on Climate and Development as well as EU Aid. Working with colleagues in the Brussels office and Oxfam's European affiliates, the post-holder will develop and implement strategies that maximise Oxfam's influence on EU development policy and practice. He or she will provide policy advice that can change thinking and practice in the EU institutions, and deliver effective lobby in Brussels that ensures key targets understand our main propositions and are challenged to adopt them.
The post-holder will also support capacity building with Oxfam affiliates to enhance their campaigning capacity.
This post reports to the Head of EU Advocacy Office.
Responsibilities:
Following the steer given by the Oxfam’s EU Heads of Advocacy, the post-holder will contribute to develop strategies and deliver policy advice/intelligence on:
1. Climate Change and Development, as part of OI’s Economic Justice campaign. The post-holder will ensure Oxfam’s influence in Brussels and (working closely with other affiliates where these exist) other EU member states via lobbying, intelligence gathering and representational work (60%).
2. EU development policy (including EU Aid as well as cross-cutting EU issues such as institutional reform, and EU-Africa relations), through in-depth policy and political analysis, and ensuring Oxfam’s continued influence on these via lobbying, intelligence gathering and representational work (40%)

Skills and Competencies:
* Strong advocacy and campaigns experience, including experience of lobbying
* Strong policy analysis and writing skills, including experience of desk-based research
* Proven and wide knowledge of EU and European politics and political processes
* Proven project design/management abilities
* Experience in working in campaign alliance
* High people and process management skills including mediation/arbitration between competing interests
* Experience and expertise in policy development and campaigns working in an international/EU context.
* Excellent knowledge of EU institutions and processes, and good knowledge of government and politics of other European countries. Previous Brussels lobby experience would be an advantage.
* Good knowledge of international development and environmental policy issues and debates. Specific knowledge of climate change policy would be an advantage.
* Strong writing and communication skills, including the ability to write for political as well as policy specialist audiences.
* Sensitivity to cultural differences and gender issues as well as commitment to the principles of equal opportunity are essential. Experience of a diverse work environment would be desirable.
* Fluent English is essential. Knowledge of any of the following languages would be desirable: French, Spanish.
* An affinity with the aims and objectives of Oxfam International.

Contract: 12 month fixed term contract
Salary: circa €56,000

This is an excellent opportunity to be part of a green NGO working at the European level in Brussels. Reporting to the Director, you will be working in a highly respected and growing campaigning organisation, as part of a vibrant European network.
Purpose of Role:
Lead, develop and manage fundraising programmes designed to maximise FoEE's income in line with its strategic aims, building relationships with a broad range of funders including the European Union, charitable trusts and foundations, government institutions and (green) corporate donors.
Key Tasks and Responsibilities:
Build Relationships:
* Initiate and develop good relationships with FoEE's donors, with fundraisers in the FoE Europe network and at the FoE International secretariat, and with external agencies and consultants;
* Represent FoEE externally on fundraising issues;
* Identify and cultivate new funders;
* Identify potential new funders in line with FoEE's strategic needs and initiate and develop contacts in consultation with the Director and Management Team;
* Identify and propose new fundraising techniques;
* Maintain a comprehensive overview of current funders and funding opportunities;
* Set up and manage fundraising processes;
* Update and improve FoEE's fundraising strategy on an annual basis;
* Maintain comprehensive, accessible and up-to-date fundraising guidelines and support colleagues to implement them effectively;
* Prepare fundraising income forecasts for FoEE campaigns and activities;
* Work with the Finance team to update project budgets and the annual budget, plans and financial forecasts;
* Work with the Communications team to prepare the organisation's annual review.
Develop Others:
* Support fundraising-related work carried out by the staff team and national member organisations;
* Assist colleagues to develop fundraising skills, especially in writing effective funding applications.
Administer Applications:
* Maintain an up-to-date fundraising calendar, including timelines for submitting applications, renewals and monitoring/evaluation reports;
* Set up and manage reporting processes to ensure the timely delivery of high quality reports and applications.
Essential Requirements:
* At least three years fundraising experience with the European Union, private donors and governmental institutions;
* Experience of developing fundraising strategies;
* Demonstrable experience of managing successful and productive relationships with senior staff in the foundation sector;
* Proven organisational skills in setting up and managing processes;
* Proven success in meeting or exceeding targets;
* Solid comprehension of and/or background in campaigning;
* Ability to identify funders who provide a good strategic match to FoEE's aims and values, and to present FoEE activities and work programme in creative and attractive ways;
* Thorough knowledge of current fundraising trends and techniques;
* Excellent budgetary and financial planning skills;
* Excellent and effective written and verbal communications skills;
* Networking, communication and negotiation skills;
* Self motivating, able to work in a team and independently;
* Ability to work to deadlines and prioritise workloads;

The position requires occasional evening and weekend work and regular international travel.
Salary between Euro 3.000 – 3.500 gross, depending on experience, plus benefits (13th month, luncheon vouchers, pension scheme, hospitalisation insurance).
