Climate Action Network (CAN) Europe is the leading network of environment and development organisations based in Brussels working on halting the damaging effects of climate change in the European and global climate change policy arena. Established in 1989 to coordinate and strengthen NGO cooperation in the global climate debate, the international Climate Action Network now consists of over 500 organisations world-wide, with CAN-Europe as the largest regional node with 120 member organisations in 25 countries.
Climate Action Network Europe seeks applications for a Communications Manager to help lead the delivery and implementation of our high profile communications strategy. The position will offer the successful candidate an opportunity to be at the centre of the largest movement for global change. This is an extremely momentous time for Europe and the world to show how they will respond to the greatest challenge facing our planet. With partners in the EU and worldwide CAN Europe's communications strategy aims to build and sustain a global movement of civil society actors working to halt the dangerous effects of climate change.
The Communications Manager will collaborate with policy staff and our network partners to create and implement innovative communications tools and plans around policy priorities and target audiences. S/he will provide a full range of strategic and tactical communications services and support, both internally and externally.
The vision of CAN is A world striving actively towards and achieving the protection of the global climate in a manner that promotes equity and social justice between peoples, sustainable development of all communities, and protection of the global environment. CAN unites to work towards this vision.
CAN's mission is To support and empower civil society organisations to influence the design and development of an effective global strategy to reduce greenhouse gas emissions and ensure its implementation at international, national and local levels in the promotion of equity and sustainable development.
Qualifications:
Educational/professional qualifications
* Minimum 3 years relevant professional experience preferably in journalism/press or media relations;
* University degree or equivalent qualification preferably in Communications, Media or Press Relations or Public Relations;
* Working knowledge of EU institutions and processes;
* Experience or interest in environmental policy, climate change experience considered an asset;
* Journalism or media training considered an asset;
* Native level written and spoken English; another EU language considered an asset.
Experience/Skills and abilities
* Experience with writing and editing, managing publications from drafting, editing and design phase to distribution;
* Solid grounding in Microsoft Office applications;
* Knowledge of, and contacts with, the news media is highly desirable;
* Demonstrable attention to detail and organisation; ability to prioritise and juggle diverse tasks;
* Proven diplomatic skills and experience coordinating differing views;
* Ability to be flexible and adaptable to different situations and to work under tight deadlines;
* A good team player coupled with ability to be self-reliant and self-disciplined, and use one's own initiative and generate new ideas
* Willingness to travel.
Main tasks:
Responsible for Internal (staff and network relations) and external (press, public and relevant stakeholders) communications, and developing and implementing a communications strategy, which includes:
* Writing, editing and dissemination of press releases and other documents, responding to media enquiries;
* Organising production and editing of publications such as our newsletter Hotspot (http://www.climnet.org/hotspot/hotspot.htm)
* Manage content and updates to the website (www.climnet.org)
* Assist in the development and follow-up of advocacy strategies;
* Maintain a contact databases of experts and journalists;
* Send email updates on policy developments to the network;
* Database management: Database of contacts and Directory of Members;
* Descriptive reporting to funding organisations;
* Representation of CAN at events to be agreed with director on a case-by-case basis;
* Develop/liaise and maintain contacts with the media.

Fairtrade Labelling Organizations International eV (FLO eV) unites the producer-, market- and business-facing activities within the Fairtrade Labelling system. FLO eV develops the Fairtrade Standards; promotes the empowerment of Fairtrade-certified producers by supporting them in gaining and maintaining Fairtrade Certification and capitalizing on market opportunities; and facilitates global Fairtrade markets, to optimise benefits for producers.
At an exciting time of growth in FLO eV's international operations, this new role is strategic in providing FLO eV with effective human resource management and development, both for its ongoing work, and in the implementation of greater coordination across the Fairtrade Labelling system.
Objective/Purpose:
The Head of Human Resources and Development is responsible for facilitating the delivery of FLO eV's objectives and will be accountable for:
* Developing employee resourcing processes and systems;
* Developing and implementing a training and development strategy;
* Coordinating employee relations and maintaining external relations related to employment;
* Ensuring the provision of a productive working environment that also meets quality health and safety standards.
Principal Roles and Responsabilities:
* Employee Resourcing and Management
o Responsible for coordinating annual workforce planning linked to the budgeting cycle and also producing relevant reports and documents for senior management, the FLO eV Board and its committees;
o Responsible for coordinating the skills audit process and advising senior management;
o Ensure that performance management is implemented and linked to meeting organisational goals;
o Develop recruitment and selection processes that attract and retain high calibre and motivated people;
o Develop and update good practice policies and procedures that are simple and consistent;
o Develop and implement a standard induction programme.
* Employee Relations and External Liaison
o Responsible for coordinating the annual cycle and specific activities with employee representative bodies;
o Responsible for liaison with external bodies and with legislative authorities related to human resources;
o Ensure that mechanisms are in place for effective two way communication within different locations and between management and employees;
o Develop management information reporting systems and provide timely reports to managers and employees on human resources and their deployment;
o Ensure that FLO complies with requirements under German Employment law and with similar laws in the countries in which FLO operates formally as a legal entity;
o Lead on the salary review process and make recommendations on salary revisions as appropriate;
o Act as a focal point for an effective conflict management process.
* Training and Development
o Work with senior colleagues and other staff to develop FLO eV's training and development strategy;
o Work with other actors in Fairtrade Labelling to develop common approaches and encourage greater collaboration (for example through secondment and job swaps);
o Develop a rolling and annual training and development plan in close coordination with senior management.
* Work Environment
o Provide efficient and customer focused human resource support;
o Implement good practice in workplace development and cost effective solutions;
o Act as a point of reference for local labour laws and compliance for operating as a business employer;
o Work with Head of Finance and Information Systems on aspects of health and safety and creating a comfortable working environment;
o Lead special projects as assigned.
* People and Team Management
o Develop and maintain an effective and motivated human resources team;
o Recruit, train, appraise, supervise, support, develop and guide team of staff;
o Ensure effective management of team.
o Effectively enable team to take action on behalf of FLO eV by:
+ transmitting FLO eV's values, vision and direction
+ respecting and using the skills, expertise, experience and insights of staff
+ providing direction and resources, removing barriers and helping develop staff skills
+ articulating expectations and clarifying roles and relationships.
Skills Required:
* Knowledge / Job Specific Competencies:
o A minimum of seven years experience in human resource management;
o Experience of managing human resources in a multi-location and multicultural environment;
o Competency in implementation of international HR principles and standards;
o Experience in the development and documentation of HR procedures and systems;
o Understanding needs of a diverse workforce and principles of equal opportunity.
* Professional Skill Requirements:
o Overall management skills to include: strategic planning, work planning and team management;
o Negotiation skills and competence in managing collective bargaining processes, conflict management skills;
o Technical qualification in human resource management with experience of line managing specialist staff;
o Managing and motivating teams to achieve targets and the ability to manage change.
o Experience of working in an international organisation preferably in the not for profit sector.
* Languages:
o Fluency in English
o Proficiency in German is desirable
o Proficiency in Spanish or French will be an advantage.

Primary Relationships:
Within FLO the position has primary working relationships with the Finance and Central Services teams, and also works closely with FLO e.V. directors and managers, FLO eV's Works Council, and relevant staff at FLO eV's subsidiary company FLO-CERT GmbH. The Head of Human Resource and Development consults and coordinates with senior staff in FLO eV's member organizations to facilitate the effective coordination of human resource deployment across the Fairtrade Labelling system.
The Head of Human Resource and Development has line management responsibility for the HR Manager and new members of the team as recruited. Outside the organisation the post-holder interfaces primarily with FLO eV's member organizations, HR advisers, labour departments and recruitment agencies.
Terms and Conditions:
* This is a full-time job and is based in the FLO office in Bonn, Germany;
* The working language is English;
* Start date: As soon as possible, after February 2009;
* Salary is based on the Collective Bargaining Agreement; attractive benefits package available including pension and savings contributions, 30 days annual leave and flexible working hours.
